CAF makes clarification on issuance of club licenses and participation

CAF has seen some media reports, notably in Cameroon in relation to UMS Loum, claiming that CAF has refused a License to the club UMS de Loum and that CAF has therefore refused their participation at the upcoming CAF Interclub Competitions for the 2017 Season.

CAF hereby denies these reports and wishes to provide further clarification.

First of all, there are no CAF licenses as such. Licenses are solely granted to Clubs by their respective Federations (Licensors), taking into account both the CAF and the Federation Licensing regulations. Licenses issued by Federations are aimed at clubs partaking in the national championships, not only for those taking part in the CAF Club Competitions.

The role of CAF is to supervise the issuance of the national licenses granted by Federations to the clubs taking part in CAF club competitions, to ensure that the licenses have been given taking into account the criteria and requirements.

If licenses are granted wrongfully or that Federations do not grant a License to a given club playing in CAF club competitions, the CAF Club Licensing Committee will review the cases and submit its position to the CAF Executive Committee for a final decision on the participation of these clubs within the CAF club competitions.

Therefore, the matter of issuing a license to UMS Loum is the responsibility of FECAFOOT, the latter having the responsibility to use its internal mechanisms (First Instance Body and Appeal Body) and reach a final position.
