VACANCIES: FOR MULTI-DISCIPLINARY CLINICAL TEAMS (MDCT)

TERMS OF REFERENCE
GENERAL

Following the end of the Ebola Virus Disease (EVD) Outbreak, Sierra Leone is desirous of re-building its health system. To achieve this objective the country with support from Development Partners (DPs) developed a District Capacity Strengthening Project (DCSP). One of the components of the Projects is the Multi-Disciplinary Clinical Team (MDCT) Component. This component aims to utilize the services of expatriate and Sierra Leonean nationals as a short term measure to fill critical gaps in the health care delivery system as part of post-Ebola recovery activities, while the country works on a more sustainable human resource for health development program.

In support of the Government of Sierra Leone’s (GoSL) rebuilding efforts, the World Bank has made available funds to the GoSL under the Emergency Ebola Response Project (EERP).  The GoSL wishes to apply part of these funds to secure the services of qualified Sierra Leoneans midwives that are currently not employed by the Sierra Leone Ministry of Health and Sanitationto work in various district hospitals around the country.

Position Nurses
No. of posts Twenty Three(23)
Location Various District General Hospitals Nationwide
Duration of contract The recruitment will initially be for a period of one year which shall be extendable up to two (2) years, one year at a time subject to the following conditions:
  1. Satisfactory performance

2. Continued requirement of the position

  1. Availability of funds
ELIGIBILITY CRITERIA
Qualification Essential:

1. Degree or Diploma from a recognized Nursing teaching institution.

2. Current/valid registration with the Nursing/Midwifery Regulatory Authority of Sierra Leone. Applicant MUST be eligible to practice Nursing in Sierra Leone

3. Certificate of GOOD STANDING with the Nursing/Midwifery Regulatory Authority of Sierra Leone.

Desirable:

Evidence of extensive practice as a certified Nurse. Evidence of further courses is an added advantage.

Experience At least three (3) years of professional practice as a certified Nurse.
Summary of Roles and Responsibilities Under the overall guidance of the Chief Nursing Officer (CNO):

The Nurse will carry out the following duties:

  1. Providing quality Nursing Services at the assigned facility
  2. Coach/mentor junior nurses or students/pupil nurses through practical on the job training: providing correction and training as needed.
  3. Promote regular clinical case management discussions with the team: sharing ‘’ Best practice examples’’ as well as discussing adverse events or near misses.
  4. Ensure emergency preparedness at the level of service provision through triage for quick management of emergency situations.
  5. Promote case preparedness and planning ahead for possible complications emanating from the clients’’ history and making plans for timely referrals.
  6. Participate in clinical meetings and be part of audit meetings and give feedback through reporting.
  7. Support and ensure maintaining a complete and quality register of patient care at the facility.
  8.  Provide regular feedback to the staff on their clinical performance, identifying staff development needs and present the information to appropriate personnel for onward planning of professional advancement in best practice:
  9.  Promote professional ethics and conduct.
  10.  Maintaining and promoting standards of nursing care in collaboration with Professional bodies including Nurses Association, West African College of Nursing: Nurses and Midwives Board.
  11. Ensure effective monitoring and supervision of clinical case management of patients/clients admitted to the hospital or other facilities.
  12. Support timely requisition of drugs and supplies from hospital store or CMS as appropriate, safe storage and administration of drugs, maintenance of equipment and relevant inventories.
  13. Undertake supportive supervision to junior staff and pupil/student nurses and outreach or home visiting services where necessary and feasible.
  14. Perform any other tasks required by the direct supervisor or the in-charge.

Remuneration
  • Le 72,000,000.00 per annum per person
  • Liable to 5% Government of Sierra Leone Withholding Tax
  • Does not include mobilization and demobilization cost which will be borne by the employer
Agreement
  • Selected candidates will sign a contractual agreement with the Government of Sierra Leone’s Ministry of Health and Sanitation.

1. Diploma or certificate in Midwifery from a recognized teaching institution.

2. Current/valid registration with the Nursing/Midwifery Regulatory Authority of Sierra Leone. Applicant MUST be eligible to practice Midwifery in Sierra Leone

3. Certificate of GOOD STANDING with the Nursing/Midwifery Regulatory Authority of Sierra Leone.

Desirable:

Evidence of extensive practice as a certified Midwife. Evidence of further courses e.g. certificate/diploma in Sexual Reproductive Maternal and Neonatal Health and Nutrition.

Experience At least three (3) years of professional practice as a certified Midwife.
Summary of Roles and Responsibilities Under the overall guidance of the Chief Nursing Officer (CNO):

The Midwife will carry out the following duties:

  1. Provide quality Sexual Reproductive Maternal and Neonatal Health Services (both clinical and counselling) at the assigned facility as per protocols e.g. Focused Antenatal Care, delivery care with partograph, Essential Neonatal Care, Emergency Obstetric & Neonatal Care, and Post-Natal Care.
  2. Promote and facilitate birth preparedness and planning including high-risk pregnancy screening and transportation arrangements including in case of emergency.
  3. Monitor and supervise client case management at assigned facilities. Promote the use of and compliance with relevant protocols for standardization of Reproductive Maternal and Neonatal Health Services.
  4. Ensure service readiness and emergency preparedness at point-of-delivery through client triage for rapid detection, management or referral of emergency obstetric and neonatal complications.
  5. Monitor the use of Daily Assessment Form for C-EmONC and B-EmONC facilities and ensure timely reporting when signal functions are not performed.
  6. Participate in clinical meetings and Maternal Death Surveillance & Review meetings; provide feedback through reporting.
  7. Coach/mentor Reproductive Maternal and Neonatal Heath Care Providers including midwives, SECHNs and MCH-Aides, or student midwives through practical on-the-job training; provide feedback, correction, and refresher training if/as needed. Identify staff development needs and develop training plan in consultation with the Medical Superintendent and Matron.
  8. Undertake supportive supervision to B-EmONC facilities and PHUs, as well as outreach sessions and/or home visits where necessary and feasible.
  9. Organize and facilitate regular clinical case management discussions with the team sharing ‘’Best practice examples’’ as well as discussing adverse events or near misses.
  10. Support maintaining complete and accurate register of Reproductive Maternal and Neonatal Health Care Providers at the assigned facility.
  11. Facilitate timely and accurate requisitions of pharmaceutical products from the relevant medical store; ensure adequate storage and administration of pharmaceutical products; support inventory and maintenance of relevant pharmaceutical products including medical equipment.
  12. Promote professional ethics and conduct maintaining and promoting Midwifery standards in collaboration with professional associations including the Nurses and Midwives Association, the West African College of Nursing, and the Nurses and Midwives Board.
  13. Perform other tasks that may be assigned by the direct supervisor or the Medical Superintendent.
